Article 4（第4条） 日本国の権利・利益・請求権

(a) It is recognized that Japan should pay reparations to the Allied Powers for the damage and suffering caused by it during the war. Nevertheless it is also recognized that the resources of Japan are not presently sufficient, if it is to maintain a viable economy, to make complete reparation for all such damage and suffering. Therefore, Japan will promptly enter into negotiations with Allied Powers whose present territories were occupied by Japanese forces and damaged by Japan, with a view to assisting to compensate those countries for the cost of repairing the damage done, by making available the services of the Japanese people in production, salvaging and other work for the Allied Powers.
(b) Subject to the provisions of paragraph (a) of this Article, the disposition of property of Japan and of Japanese nationals in the territories of the Allied Powers, and their claims, shall be the subject of special arrangements between Japan and the Allied Power concerned.

(a) 日本国は、戦争中に生じた損害及び苦痛について、連合国に賠償を支払うべきであることが認められる。しかしながら、日本国が健全な経済を維持するためには、その資源は現時点において十分ではなく、すべての損害及び苦痛について完全に賠償することはできないことも認められる。したがって、日本国は、その領域が日本軍によって占領され、日本国によって損害を受けた連合国と速やかに交渉を開始し、日本国民の生産、資源回収その他の労務を連合国に提供することにより、当該国の損害修復の費用の一部を補うことを目的とする。
(b) この条の(a)の規定に従い、日本国及び日本国民の財産並びに請求権の処理は、日本国と関係連合国との間の特別の取決めの対象とする。
